Equity and Expanded Opportunities to Learn

The purpose of the HKL VI conference is to help leaders of expanded learning programs understand and grapple with the issues of equity and expanded learning opportunities.

We define “equity in learning” as equal access to learning opportunities. In this conference, we are focused on learning opportunities that are offered outside of school (in afterschool or summer time).

When people see “equity” and “education” or “learning” in the same sentence, they usually think about the notion of “achievement gap” – the observed, persistent disparity of educational measures between the performance of groups of students, especially groups defined by socioeconomic status (SES), race/ethnicity and gender.

Rather than use the concept of achievement gap, we think it is more useful to address the “opportunity gap” – the disparity in access to quality schools and expanded learning opportunities needed for all children to be successful in school, work, and life.

We know that young people do not have equal access to learning opportunities. This is a result of a disparity in family income, the quality of schools, and access to rich out of school programs. We believe that expanded learning youth programs are uniquely positioned to address the issue of equity and learning opportunities. To achieve this, we must:

  • Better understand the needs of the diverse youth we serve;
  • Promote the training of youth workers and enabling them to better serve our youth;
  • Understand the opportunity gap and identify skills and experiences that our youth need; and
  • Diversify our program offerings by looking at models successfully employed by other programs.
